At present he is the ITF Tournaments and Umpires Committee Chairman.
His works in the different areas relating to the Taekwon-Do, come out  of the
international field and they are recognized by his seriousness and originality.
Monte Grande is hometown to Master Galarraga. His notes have been
published in different specialized magazines of the martial way, where he
reports his experiences and reflections on the practice, the education and the
investigation of Taekwon-Do as factor of evolution.
